Hybrid Telework Opportunity

Under direction of the Information Technology Manager I (IT Manager I), and in coordination with EA technical stakeholders (including the Lead EA Program Coordinator, IT Specialist II), the incumbent serves as the Application and Technology Portfolio Specialist for the Enterprise Architecture (EA) program.

The Application and Technology Portfolio Specialist is responsible for the ongoing development, maintenance, and enhancement of the Department’s application and technology EA portfolios. The incumbent assists the Healthcare Payments Data (HPD) program and other HCAI staff with research and analysis of products that would satisfy a defined business need and also conform to HCAI’s EA framework and strategic roadmap.

This position evaluates and recommends modifications to application/technology investment strategies. In addition, the incumbent works with technical stakeholders to develop and maintain essential EA artifacts such as design patterns, reference models, development standards, and EA principles.

The Application and Technology Portfolio Specialist works closely with the Business and Information Portfolio Specialist to develop and maintain a comprehensive representation of the HPD system modules and the HCAI enterprise ecosystem. The two roles have shared responsibility for EA program documentation and repository management. The Application and Technology Portfolio Specialist has primary responsibility for the EA program’s digital presence, including but not limited to Microsoft SharePoint content published on the HCAI intranet.

Along with other staff in the EA Group, the incumbent participates in essential EA governance processes and stakeholder functions. The incumbent may be called upon to assist with general EA needs as required.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. If you are interested in maintaining a life/work balance and not dealing with a daily commute, then this position may be for you!

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • At least two years of experience working as part of an Enterprise Architecture team
  • At least two years of experience using market research to support decisions about business applications or technology
  • At least one year of experience managing an Enterprise Architecture application portfolio
  • At least one year of experience working with business clients to address application or technology needs
  • At least one year of experience coordinating or facilitating discussions among diverse groups of people

Do you have the following education or experience?

When using education to meet the general experience requirements listed in the minimum qualifications, education must include the specified information technology or closely related course work. Closely related course work refers to a course of study involving the study of computing, such as software engineering, computer engineering, Management Information Systems, Geographic Information System, and computing technology.

Two years as an Information Technology Associate; or

Four years of general information technology experience performing technical and/or analytical tasks for computer systems or services in any of the six domains or emerging information technology fields; or

120 semester units (or 180 quarter units) from an accredited college or university including at least 15 semester units (or 22.5 quarter units) of information technology or closely related course work; or

Any equivalent combination of experience and education.

When using education to meet minimum qualifications, education must include the specified IT or closely related course work.
